Purpose

Discriminate whether the current GitHub Actions pre-start failure occurs above action resolution.

Test

The workflow contains no uses: steps and executes only:

run: echo ok

Interpretation

  • zero executed steps: failure is above workflow action selection;
  • executed shell step: quota/global-runner hypotheses weaken and action-policy hypotheses regain weight.

Diagnostic only. No merge authorization.
